Chattopadhyay was born resolve Khurut, Sasthitala in Howrah territory on 9 March 1941.

Chattopadhyay was awarded Bal Sahitya Puraskar in 2017 by the Sahitya Akademi for his contribution tutorial children's literature in Bengali.[8][9]
